The research aimed to : 1) Study the condition and moral problems Student ethics. 2) Stipulate guidelines for moral development Student ethics. 3) Monitoring and evaluation of moral development Student ethics . The population groups included 1 Administrator, 10 teachers. Data provider group included 6 teachers, 79 parents and 79 students. Interviewee group included Including administrators, teachers and student representatives at chumchonwatsainoi school Nonthaburi Primary Educational Service Area Office2 and Watthachumnum school Angthong Educational Service Area. The research instrument was Handbook of student morality and ethics development activities, Interview and questionnaire, including 5 rating scale and open-ended. The statistics used to analyze the data were mean, standard deviation and effectivenesss Index.
The results were as follows :
1. The level of the state of condition and moral problems Student ethics Banratniyom School. both in overall was at Moderate level.
2. Guidelines for the moral development Student ethics were Moral Camp Strategies, Teaching strategies to include moral and ethics, Strategies found Buddha found Dharma and Strategies for promoting and developing basic moral in daily life.
3. Results of follow-up and evaluation of basic moral development of students were as follows : Before moral development Ethics are at a medium level. After virtuous development Ethics were at the highest level. After the student development, there is a percentage of moral progress. The ethics were higher than before the average of 73.26 percent.
